The Downtown Denver Business Improvement District maintains the 16th Street Mall, and enhances basic City services by funding district-wide sidewalk cleaning, security, marketing and business support services to provide a clean, safe and vibrant Downtown environment.
Formed in 1982 as the 16th Street Mall Management District, the BID was renewed and expanded in 1992 to its current 120-block boundaries. In November 2001, Downtown property owners approved a budget increase to fund expanded cleaning and maintenance services throughout the 120-block district.
Through a contract with the Downtown Denver Partnership, Inc.-a non-profit business organization that promotes and markets Downtown Denver-Downtown property owners fund a series of programs that enhance Downtown Denver as a livable, economically healthy place.
Downtown property owners contribute towards the maintenance and cleaning of the 16th Street Mall, the transportation and retail spine of Downtown Denver. The BID contracts with Service Group Incorporated (SGI), a maintenance company with nationwide BID experience, to provide daily cleaning services within the 120 blocks of the BID, and works on various other fronts to ensure the district is a clean and vibrant destination.
16th Street Mall
Regular maintenance and improvements on the Mall include:
- Daily sidewalk sweeping
- Regular street sweeping and scrubbing
- Trash, snow and graffiti removal
- Landscaping and flowers
- Lighting, electrical and plumbing maintenance
- Installation of public seating areas
- Banners and holiday decorations
- Tree maintenance
- Management of seating areas
Maintenance on Other Streets
Starting in January 2002, the BID began daily sidewalk sweeping and trash removal between Blake and Wynkoop Streets.
In May 2002, the BID began enhanced daily cleaning and maintenance services throughout the
entire 120-block district.
The BID has contracted with the Hyatt Regency Denver at the Colorado Convention Center for maintenance and landscaping along California Street.
Marketing Events and Retail
The Downtown Denver Business Improvement District (BID) provides funding for marketing efforts that benefit all of Downtown, including:
- Sponsoring Downtown events that bring visitors to the center city
- Providing funding for the Downtown Denver Map & Directory, a 275,000-copy publication that promotes visitor related amenities, and is distributed throughout Downtown and the metro area
- Supporting a winter holiday promotions effort that includes dramatically enhanced lighting and campaigns that promote shopping, dining and entertainment in Downtown during the holidays
- Providing funding for The Urban Eye, a free monthly e-newsletter targeting Downtown workers and detailing events, activities and new stores/restaurants in Downtown Denver.
- Supporting various promotional efforts to attract and assist visitors in Downtown, including Downtown National Western Stock Show events, two New Year's Eve fireworks shows, and two information kiosks on the 16th Street Mall.
Economic Development
The Downtown Denver Business Improvement District (BID) assists
in funding various business recruitment and retention efforts
undertaken by the Downtown Denver Partnership's Economic
Development Services (EDS) Department, including:
- Ongoing communication and leasing assistance to property owners,
managers and brokers
- Conducting Downtown commuter surveys,
employer consultations and parking analyses
- Disseminating Downtown research and information
