Mall Vending

The Downtown Denver Business Improvement District manages various facets of the right-of-way along the 16th Street Mall to ensure an orderly, attractive and vibrant pedestrian environment. The Mall Use Committee-a group comprised of representatives form the BID, the City's Public Works Department, District Six Police Department, Mounted Patrol and RTD-meets monthly to review standards, policies and applications for numerous Mall uses. These include:
vending,
sidewalk café seating
,
horse drawn carriages
,
sampling and special event
permitting,
and banner, poster and flyer permitting.

Special Event Permitting for the Democratic National Convention, August 2008
Extra locations have been made available on the 16th St. Mall for temporary merchants and special events during the Democratic National Convention. Requests for locations and questions should be sent directly to Malia Campbell. There is no formal application. Requests are reviewed and approved on a first-come, first-serve basis in two steps. Requests are first reviewed by the Mall Use Committee and then by the City's Extraordinary Events Committee.


VENDING

There are an average of 30 vendors on the 16th Street Mall selling a variety of merchandise and food products. Vending sites are located throughout all 16 blocks of the Mall. Specific sites are issued in order to diversify the vendor's businesses on the Mall, while taking into consideration the continued success of current restaurants and retail shops. Vendors have a specific set of rules and regulations determined by the BID and the City & County of Denver that they must follow in order to operate their carts on the Mall. Fees for vending include: various start up costs, a non-refundable application fee ($25), a security deposit ($150), and monthly permit fees (avg. $160/mo). Permits are issued on a 12-month basis.

SIDEWALK CAFE SEATING
There are an average of 20 restaurants with sidewalk cafes on the 16th Street Mall. Fees for sidewalk cafes include various start-up costs, an application fee ($25), a security deposit ($150), and monthly permit fees (based on square footage). Permits are issued on a 12-month basis. Restaurants work both with the BID and the City & County of Denver on obtaining railing design and dimension approval. Cafes have a specific set of rules and regulations determined by the BID and the City & County of Denver that they must follow in order to install their railing on the Mall.

SAMPLING AND SPECIAL EVENTS
The BID offers the use of the 16th Street Mall for sampling and special events. Fees for both include any preparation costs, and a daily permit fee. ($27.50 - $330+, as determined by the Mall Use Committee). Locations for sampling and special events are assigned on a case-by-case basis taking into account smooth pedestrian flow and the operation of the transit lane. Samplers and special event groups have a specific set of rules and regulations determined by the BID and the City & County of Denver that they must follow in order to use the Mall for their events.

BANNERS, POSTERS AND FLYERS
The BID offers the use of the 16th Street Mall for displaying banners, posters and flyers in the available locations. Fees for all of these include any preparation costs, an application fee and a weekly usage fee. Locations for banners, posters and flyers are spread out through all 16 blocks of the Mall. In addition to renting these out for events, the Downtown Denver Partnership and BID use some of the locations throughout the year to promote Downtown activities to attract shoppers and entertainment seekers. Organizations wishing to display banners, posters and flyers have a specific set of rules and regulations determined by the BID and the City & County of Denver that they must follow in order to use the Mall to promote their events.

HORSE-DRAWN CARRIAGES
There are 8 horse-drawn carriage companies permitted in the central business district. Fees for carriages include various start-up costs, an application fee ($150) and an annual permit fee ($100/yr). Carriages work both with the BID and Denver Police Mounted Patrol on testing of horses and carriages to ensure safety. Carriages have a specific set of rules and regulations determined by the BID, the City & County of Denver Public Works and Mounted Patrol that they must follow in order to operate their carriages.
