The Downtown Denver Partnership (DDP) with the Downtown Denver Business Improvement District (BID), Regional Transportation District (RTD) and the City and County of Denver is happy to announce the commencement of a long-term planning process for the 16th Street Mall. For the past 25 years, the 16th Street Mall has met and exceeded all of the objectives of its original grand vision. It is now necessary to holistically reevaluate the Mall’s design, land use patterns and more so that this critical landmark remains vibrant and successful over the next 25 years.
The 16th Street Plan: A Vision for the Future is a 18- to 24-month comprehensive study containing a strong public participation component. The 16th Street Plan will include the following:
- A careful analysis of the Mall’s current conditions, its strengths and weaknesses
- Recommendations for short-term actions to reduce maintenance expenditures
- A comprehensive reinvestment plan and management plan
- An implementation strategy, which includes the identification of funding sources for capital improvements and ongoing maintenance
The 16th Street Plan will begin with a public meeting on April 8th followed by a Urban Land Institute (ULI) panel discussion in early May. Read below for more details on these two events.

We held a highly successful public meeting on Tuesday, April 8th to celebrate the commencement of The 16th Street Plan: A Vision for the Future. Thanks to all meeting attendees.
For those of you who did not attend on the 8th, below are some meeting highlights:
- Over 100 people attended, including Councilwoman Carla Madison and several members of the 16th Street Plan Steering Committee.
- Steering Committee Co-chairs – Bruce James (DDP), Bill Elfenbein (RTD) and Bob Kochevar (City) – all expressed their enthusiasm and support of the project. Liz Rao representing RTD also shared a few words of support
- Steve Turner of Historic Denver provided a very interesting historical look at the Mall, pointing out the Mall’s two unique design features: the granite pavers and the lighting elements
- Bill Elfenbein spoke about the current status of the Mall, which included a statistical review as well as a summary of the Mall’s challenges and opportunities
- Bruce James reviewed the 16th Street Plan next steps, which are as follows:
- ULI Panel (May 12 – 16)
- Consultant recruitment/selection (summer 2008)
- Commencement of long-term study (fall 2008)
- Several people provided input during the Q & A session. Some of the themes included:
- Homelessness
- Connections to adjacent neighborhoods
- Streetcars
- Bike

The 16th Street Plan Steering Committee will oversee the planning process. It will be composed of 24 public and private officials representing important constituencies and stakeholders in Downtown Denver, including:
- public agencies
- major employers
- property owners
- residents
- the design and historic preservation communities
- and other Downtown business interests
The main role of the Steering Committee will be to articulate the vision for the Mall and make primary recommendations for its future configuration and design.

The Partnership is sponsoring a 5-day ULI Panel Discussion the week of May 12th – 16th. The objective of the panel discussion is to consider the future of the 16th Street Mall. The panel will be comprised of 8 – 9 practicing nationwide experts who will approach the project from all perspectives. In o rder to get an impartial position on the future of the Mall, ULI is selecting panelists from areas outside of Denver who have an objective opinion about the Mall.
The week will include a number of smaller events, including a tour of Downtown Denver and a series of stakeholder interviews. The panelists will work together to investigate the market potential, development planning and design strategies, recommended phasing options and outline implementation steps. To conclude the discussion, the panel will report its findings on the morning of May 16th. To learn more about the panelists, check out their biographies.
