New! 16th Street Plan Public Survey

A new public survey, intended to gain public input on the consultant team's recommended alternative for the first phase of the 16th Street Mall reahabilitation, is now available. The survey will be open until 5pm on July 31. Click here to take the survey. If you would like to read more about the recommendations, click here.

16th Street Plan - June Update

The development of the Technical Assessment and Rehabilitation Strategy is now well underway, with the first draft of the three recommended alternatives unveiled to the public on April 15th. A consultant team lead by Matrix Design Group and EDAW began work on this project in January 2009.

The Technical Assessment work scope and timeline are aggressive. The goal of the study is to investigate the Mall's building materials and infrastructure; NOT to consider a redesign of the Mall. The team is working within the parameters of the steering committee's Statement of Intent and Guiding Principles.

Activities for the month of June include gathering further public input, meeting with a wide variety of stakeholder groups, and completing another public survey.

16th Street Plan Recommended Alternative

The Matrix/EDAW consultant team has selected a recommended alternative for the Technical Assessment and Rehabilitation Strategy, with the options presented at the May 20th public meeting. The recommended alternative can be viewed on the page containing all public presentations and comments.

Note: This is a recommended alternative. The Steering Committee and Technical Committee will review it in light of all public comments received and will determine a course of action in early July. The public will have an opportunity to comment on the proposed alternative and make suggestions regarding the final draft recommendation.

16th Street Plan - Sustainability

The 16th Street Plan Steering and Technical Committees toured the National Renewable Energy Laboratory in Golden to learn about possible sustainability initiatives. A sustainability work group will now be formed from committee members to make recommendations to the steering committee for any improvements relating to sustainability. 16th Street Plan Overview

Since its opening in 1982, the 16th Street Mall has met and exceeded all of the objectives of its original grand vision. However, It is necessary to holistically reevaluate the Mall’s design, land use patterns and more so that this critical landmark remains vibrant and successful over the next 25 years. The Downtown Denver Partnership (DDP) with the Downtown Denver Business Improvement District (BID), Regional Transportation District (RTD), the City and County of Denver and a 25-member steering committee are overseeing the 16th Street Plan, the long-term planning process for the 16th Street Mall.

The 16th Street Plan: A Vision for the Future is a 18- to 24-month comprehensive study containing a strong public participation component. The 16th Street Plan will include the following:

  • A careful analysis of the Mall’s current conditions, its strengths and weaknesses
  • Recommendations for short-term actions to reduce maintenance expenditures
  • A comprehensive reinvestment plan and management plan
  • An implementation strategy, which includes the identification of funding sources for capital improvements and ongoing maintenance

The 16th Street Plan began with a public meeting on April 8th, 2008 and a Urban Land Institute (ULI) Advisory Services Panel report in May 2008. The steering committee began its regular meetings in summer 2007. Click here for a recap of the steering and technical committees' accomplishments in 2008 and a review of their work plan for 2009.

16th Street Mall Background
Denver's 16th Street Mall was designed in the late 1970's by Henry Cobb, who worked at the time for I.M. Pei and Partners. The Transitway/Mall was prepared for the Regional Transporation District (RTD) in November 1977. This document laid the groundwork for the Mall's design concept and elements, its functional requirements and its transfer facilities.
