Civil Technology, Inc.

The perception of a Downtown area is often based upon its entryways. When the adjacent neighborhoods are accessible and inviting, the vitality of the core of the city is strengthened. In 1983, Denver’s 2400 block on Five Point’s Washington Street was a far cry from inviting. While Denver’s Planning Department referred to it as “the single most blighted commercial block in the City,” one business, Civil Technology, Inc., saw opportunity to invest in and improve their neighborhood.

Civil Technology has remodeled six different properties in this area, maintaining the historical integrity and façade of many, and creating much needed facilities that are now home to many non-profits serving the community. As a minority-owned business, Civil Technology has embraced the task of responsible entrepreneurship, and their courage in doing so has sparked additional investment in the Five Points area. “Civil Technology had a vision and commitment which respected the history and legacy of the Five Points Neighborhood,” says Councilwoman Elbra Wedgeworth, District 8. “Carl and Shelia understand the importance of the significant role African-Americans had in the establishment of this diverse community, which they continue to empower everyday by their tremendous development efforts.”

In addition to their contributions in the Five Points neighborhood, Civil Technology’s other construction management projects include notable Downtown landmarks such as the Denver Art Museum, the Webb Civic Center Office Building, Denver’s Convention Center hotel and the recently approved Justice Center.

Civil Technology is in the process of developing the Rossonian—previously a local music hotspot in Five Points which at one time attracted performers such as Ella Fitzgerald and Louis Armstrong. The Rossonian will continue to house an entertainment venue among other amenities. Like many of their previous projects, the Rossonian represents yet another worthwhile and stimulating redevelopment challenge for Civil Technology, which will ultimately enrich the community and its culture through the precedent set.
