16th Street Plan: Technical Assessment and Rehabilitation Study


The Matrix/EDAW team completed the Technical Assessment and Rehabilitation Study in summer 2009.  In January 2009, Matrix/EDAW and their team began the project by analyzing the Mall's existing building materials and infrastructure. They inventoried the above-ground amenities, mapped their locations and identified areas of potential improvement and/or future investigation during a future phase of the 16th Street Plan.  The consultants performed a thorough investigation of the paving system, focusing most specifically on the transitways (i.e. bus paths) where failures have been most evident and costly.  Finally, the team reviewed all below-ground infrastructure including electrical capacity, water and sewer systems.

Next, the team recommended three alternatives for upgrading and improving the physical components of the Mall, working within the parameters of the steering committee's Statement of Intent and Guiding Principles.  The final report includes a recommended alternative based on the guidance provided by the 16th Street Plan Steering and Technical Committees with extensive public input.
