Public Policy & Advocacy

Creating a unique and captivating urban destination connects communities and forms a thriving downtown for all. With this goal in mind, the Downtown Denver BID invests in programs and infrastructure, like trees, waste receptacles, flower planters and more that contribute to an inviting, sustainable pedestrian environment.

Making Progress Possible

The Downtown Denver Partnership is committed to building an economically competitive, resilient and vibrant center city for the benefit of all. Working collaboratively with our partners, including the City and County of Denver and State of Colorado, we advocate on behalf of business for policies that support our work to build one of the most dynamic downtowns in the nation.

Our policy priorities are developed based on annual feedback from our Members and guided by our expertise in place-based economic development and transformational urban planning. With these priorities as our guide, we work to ensure that local and state legislative and ballot issues and policies positively impact our Members and downtown stakeholders, operating with the core belief that when business thrives, our city thrives.

Economic Competitiveness

Establishing downtown as an economic hub that consistently competes with the nation’s top-ranking cities when it comes to retaining and recruiting companies and people. Advocating for a business-friendly policy and regulatory environment that supports growth necessary to fuel our city’s tax base, nonprofits, and economy.

We stand for:

  • Policies that support businesses of all kinds – from coffee shops to Fortune 100 companies – to grow and thrive, with the understanding that Downtown Denver has an outsized economic impact on the broader City, State and region.

  • Minimizing regulatory and cost burdens whenever possible, ensuring the choice to stay here and continue to contribute to our economy is an easy one.

  • Supporting a diverse, high-quality workforce at all levels, ensuring that they want to stay and grow here.

Safety & Security

Striving to make Downtown Denver the safest center city in the country recognizing safety is an absolute cornerstone of a thriving city and is a top priority of the Downtown Denver Partnership across the board.

We stand for:

  • Policies, programs and partnerships that provide the tools and safeguards necessary to ensure safety for all downtown residents, employees and visitors.

  • Funding and staffing levels that adequately serve the needs of downtown.

  • A collaborative, multi-faceted approach to crime and safety that blends strong enforcement and accountability for those who commit crimes with human-centered response that serves vulnerable individuals in crisis.

  • Clean, safe and active streets that attract people and drive business.

Housing

Swiftly addressing our region’s housing crisis and serving all levels of our workforce with attainable housing options.

We stand for:

  • Removing barriers to housing development (for rent and for sale) to generate the supply our workforce desperately needs, through a meaningful combination of policy, regulation and process reform.

  • Increasing housing supply specifically for workers in the ‘missing middle’ (earning between 60 – 120% AMI) and for families.

  • Density, transit-oriented development and complete neighborhoods that offer a rich mix of amenities and services for individuals and families alike.

Tree Health

The BID provides a base-level of care for all trees adjacent to commercial properties throughout the district. Not only does this relieve property owners of some of the burdens associated with tree care, but also helps to support a healthy tree canopy by putting all the downtown trees under a centralized care system.

  • Ensuring parking options are accessible and support the needs of the downtown workforce and visitors.

Homelessness

Collaborating with our partners to end street homelessness in Downtown Denver and to ensure people experiencing homelessness are our well-supported in our city and region with services and pathways to housing.

We stand for: 

  • A model for addressing homelessness that addresses root causes and prioritizes permanent supportive shelter/housing paired with comprehensive wrap-around services.

  • Maintaining and enforcing the Unauthorized Urban Camping Ban, with the belief that people experiencing homelessness should not be relegated to living outdoors.

  • Ensuring that public funds are expended effectively and efficiently, and that impacts are measured and reported on with clear metrics and deliverables.
