Creating a Safer Downtown Through Dedicated Action

The Downtown Denver Partnership remains firmly committed to creating a safe, welcoming environment for everyone who uses our downtown. Our comprehensive safety efforts, supported by strategic partnerships and investment, demonstrate measurable progress in building a safer downtown. 

 

Our outreach efforts have made a substantial impact on connecting vulnerable community members with essential services. Since July 2023, our Outreach Specialists – full-time positions funded by a Caring for Denver grant – have made 5,631 total contacts. This proactive approach has resulted in 1,136 referrals to housing, health and basic services, directly addressing one of the root causes of downtown safety challenges. 

 

In 2025, we've already achieved 1,550 total contacts, leading to 400 service referrals. These numbers reflect our commitment to addressing issues before they escalate while connecting individuals with the support they need. 

 

Thanks to an engaged community of downtown champions, our Clean and Safe app has generated 928 tickets with a remarkable 100% resolution rate. Our response times demonstrate our dedication to immediate action: 

  • Average on-site response time: 6 minutes 

  • 49% of issues resolved within 15 minutes 

  • 51% of issues resolved within one hour 

 

Working closely with the City and County of Denver and the Denver Police Department, we've significantly expanded downtown police presence. The Downtown Denver Partnership and the Downtown Denver Business Improvement District (BID) expanded our downtown security team with seven new Public Safety Ambassadors. The addition of these new team members are a key facet of the recent update to a collaborative Downtown Safety Plan and reflects the Partnership and the BID’s deep commitment to a safe, welcoming downtown for all. The Denver Downtown Development Authority's investment of $3.6 million in additional dedicated police resources represents one of the largest safety investments in downtown's recent history. 

 

As downtown police presence has increased, we've seen more comprehensive reporting and enforcement—a positive indicator that issues are being identified and addressed. While some incident categories show increases, this often reflects enhanced reporting capabilities rather than deteriorating conditions.  

 

The Downtown Denver Partnership continues to analyze safety data transparently, providing detailed context and addressing specific concerns as they arise. Our multi-faceted approach, combining proactive community engagement and strategic partnerships, creates a comprehensive safety network that serves our entire downtown community.
