Capping off a year of positive momentum, Downtown Denver's pedestrian activity reached 99% of December 2019 levels in December 2025, marking a nine-percentage-point increase compared to December 2024. This strong performance wraps up a transformative year that saw the reopening of 16th Street and the adoption of the new Downtown Area Plan.

Tonight, Monday, November 17, Denver City Council voted to adopt the 2025 Downtown Area Plan, marking a significant milestone for the future of Downtown Denver.

While the market challenges persist, 2025’s year-to-date wins deserve celebration: significant office leases signed, growing commitment from businesses and institutions investing in downtown's future, from transformative public spaces like Skyline Park and Civic Center to strategic investments by the Denver Downtown Development Authority and the Downtown Area Plan.

Downtown Denver closed out the third quarter of 2025 with remarkable momentum, with September 2025 marking the highest recovery rate since the onset of the pandemic.

The Downtown Area Plan took a significant step forward today as Denver City Council's South Platte River Committee unanimously advanced the transformative 20-year vision for Downtown Denver. The plan now moves to the full Denver City Council for final adoption.

The Denver Downtown Development Authority (DDDA) Board of Directors unanimously voted to approve the purchase of Denver Pavilions, a 350K+ square-foot retail destination located on Denver’s iconic 16th Street.
