Welsh's work aims to solve one of downtown's most pressing issues: Downtown Denver's vacancy rate sat at 38.9% in the first quarter of 2026, according to CBRE.
David joined the Downtown Denver Partnership team earlier this year, bringing more than 30 years of experience in regional and. Urban economic development. As Executive Vice President of Economic Development, David leads the Partnership's efforts to attract and retain businesses, jobs and investment in Downtown Denver. David also oversees business recruitment and retention strategies, engage with developers, brokers, and lenders to support the real estate pipeline, and contribute as a senior member of the Partnership's executive leadership team.
